However FSR3 support has been announced as coming to Cyberpunk, but we don't have timeframe.

Cyberpunk is on the list of games for FSR3 so should be getting support when its ready don't think it will be when PL launches though :( AMD said it should be some point this fall so guessing October hopefully.

DLSS works for all 20xx and above, frame generation is a seperate thing exclusive to 40xx cards

No, it cannot. FSR 3 requires an RTX 20 series or RX 6000 card for frame generation.

No it will not. The super resolution works on GTX 10 series and up, RX 590 and up. Frame generation requires RTX 20 series and RX 6000 and up.
