yes you can swap dlss/dlssg 3.1 to 3.5 for clearer DLSS in raytracing or rasterization. But dlssd for pathtracing is already 3.5
OP is talking about DLSS Super Resolution, not RayReconstruction (aka DLSS 3.5).
The DLSS Super Resolution currently shipped with the game is 3.1.1.0 version while the most recent one that fixes a lot of ghosting and shimmering issues and makes the game much clearer is 3.5.0.0., available on the TechPowerUp website.

Unfortunately no, the player has to replace them manually themself. I believe Nvidia commented on why they can't provide updated DLSS versions through driver updates a few months ago.
No, these DLSS dlls come with the games. They're not installed by the NVIDIA driver installer but distributed by the devs with game patches. So different games might have different versions. You can just download these from TechPowerUp and just replace these files yourself, no need for any mods or additional software.
Does Ray Reconstruction work on 3k series cards or is this a 4k thing like frame gen. it's different than path tracing right?

Yes, the game is using DLSS 3.1.1.0, but the DLSS 3.5.0.0 is the newest version and a great improvement overall. Keep in mind this is DLSS Super Resolution (AI upscaler that gives FPS), not Ray Reconstruction.
Nvidia simply sucks at naming their technology and ends up confusing people.
Ray Reconstruction currently works for all GPUs, but officially it's supported only for Pathtracing for now. Nvidia is working on making it available to Raytracing as well, so it will come in a future update.
i just tested path tracing and RR out and was able to keep 60 fps but things looked weird and blurry, not implmented well enough? (dlss balanced)

Yeah, it's currently bugged and not working properly, even with the intended Pathtracing. But once it works properly it's going to be awesome as it will make ray-tracing/path-tracing look fantastic and also even improve FPS slightly while using them.
