Think you might be able to buy it from a vendor in Dogtown.
There is one that sells legendarys and iconics you missed, it might show up there.

Other than that, your options are mods (such as 'virtual ateliers' or 'iconic vendors'... There is one that has Coach and Wilson sell iconics in the H10 building)
Or you could 'spawn' it in via console command (think you need Cyber Engine Tweeks to use the console tho)

I doubt it. That said there are two potential paths which could work...
1) Check the unique weapon vendor that you find in the Petrochem hub, he(?) might have it.
2) Cheat it in via console command.

in general weapons you miss via a choice you made you can no longer get.

as an example. if you send jackies body to Vic and thus his family don't have a funeral for you to attend you cannot get his guns. and they are not at the black market vendor in dogtown.
same with reeds gun. if you want his gun you need to kill him.

the black market vendor only seems to sell weapons you missed that were "lootable in the environment" that you missed and that area is now locked off because the mission is finished.

like say Satori. sword sitting in the environment (car on the roof) if you don't loot it in the Heist mission on the rooftop you can buy it at the black market vendor as the penthouse is locked out after that mission (unless you glitch yourself back into the building)

If you sided with reed, his pistol, pariah is locked to obtain in that playthrough. If you really want to use the weapon you could download a mod called "cyber engine tweaks" which allows you to have access to use console commands. The code for Reed's iconic is Game.AddToInventory("Items.Preset_Ticon_Reed", 1)

thanks, guess have to bear with this since there is no feature for NG+ on the same topic, any idea to add it as a tier 5 instead of 1?

Can just console command what you had in as Common, otherwise you'll be bored as ♥♥♥♥ with how easy the game is with anything more

Kind of late comment, but I actually have no use for the Pariah. As a stealth pistol, you are better off with a top notch silenced and modded Nue and for regular combat, the base model Ticon outperforms the Pariah if you attach Spinetickler, Wallpuncher and a decent scope.
