Report a translation problem
Completely clear your PC of all Cyberpunk folders across all directories and disregard any previous saves. Then disable cloud and cross saves.
Also, try adding the launcher skip to the games properties, perhaps it's just the launcher crashing?
Check your firewall to make sure it's not somehow interfering.
Also, I'm assuming by "point blank refuses to launch" you mean that when you click to open the executable via your desktop or launch the game via Steam's Library page that it immediately crashes without anything else happening?
Or
Do you actually get into the game? Does it crash after pressing space or while loading? Etc.
EDIT: Also a dumb question, but you are using the 2.0 builds right?

-Yes I've both reinstalled it with and without the DLC

-I haven't tried a completely clean install yet, I have now deleted the save files on my pc, and disabled cloud saves. I'm reinstalling now, but will take a good couple of hours to download again.
-I have confirmed that it isn't the launcher that is the problem, I bypassed it and get the same result.
-I have checked my firewall, and the game is definitely allowed through.
-Yes the game does immediately crash without anything else happening
Thanks for the tips, I'm hoping that it is the save game issue, it seems like a lot of people are getting some issue with the DLC and previous saves. Will check back in later.
EDIT
Solved - It turns out that despite being allowed through the firewall, it was giving Ariva antivirus a false positive. For anyone else with this problem, just turn off real time protection.
