I know it says that setting is intended for older GPUs like the 10x0 series (20x0 are old at this point too, tbh), but try it out. While it didn't get rid of all the freezes and hitches I was experiencing, it did reduce the frequency of them dramatically. The game is actually (mostly) playable now. I really don't know why that's not an official option in the video menu still.
I can't remember if I used that setting pre-2.0, I feel like I might have when I was trying everything to get more performance, but I played the game around launch and it's very hard to remember at this point.
Did anyone try using older drivers maybe?
This was my issue as well and removing the mod above fixed it just Akiba described.
Just so everyone knows, the mod was fixed a minute after I told the modder about the issue, just my luck. Anyway after updating the mod, the update has no issues.
