Its a "mini quest" of sorts they added in 1.6 i think. It was made just to try the red mod tool if you ask me.

yeah just random tho one of the race's end in this localition so you could like hear her crying or mby someone talking about her but later after the race it not make much sense when you can talk with her first , she is just there crying waiting on the key
