Update caused crashing new installs all say "Phantom liberty did not install correctly"

Had an issue with modded game after this morning's patch, tried launching without mods and game constantly crashed for me.

I uninstalled the game, deleted full folder all mods and reinstalled fresh.

New install message at continue screen says Phantom Liberty not installed correctly and to validate files. I do the update available on that screen and then close the game and validate files. Log in to the continue screen and get the same message again.

I decide to completely uninstall again and do a full reinstall for the exact same issue to happen again.

We should be able to opt out of updates on single player games. I was not having any issues, I did not need a patch.

How?
I can turn off auto updates but I am forced to update to play.
