SSDs are not just for loading times, but also for active asset streaming throughout regular gameplay. The faster it can pull those assets and load them, the smoother the performance is.
In Cyberpunk's case it also massively reduces the chances of gaining some weird bugs due to slow asset streaming.
however grand has right, it can end up that no peoples or cars etc. load in and the game seems totally empty wich is, when you drive to somewhere kind of nice tho. not nice is when a car suddenly pops up in front of you. while i was on HDD happened that only once to me.
you will get aswell have a major freeze for up to 2 seconds whenever you get close to dogtown and you might have in general some loading issues like streets appear a bit later etc.
for me happened always only the freeze whenever i reached dogtown. if your HDD has 7200rpm (aka one of the better ones) will it work more or less good. just try it. if it doesnt works well, just move the game over to your SSD via steam settings.
