Axolotl and Bloodpump

Hi,

2 questions, that are a bit connected:

1. as i understand Axolotl only reduces the cooldown of other cyberware.
i read multiple times, that its pretty good, but i don't see the reason.
most cyberware i use doenst even have a cd or it isnt that important except bloodpump maybe.

does it reduce other perks like overload, too or why is it good?


2. bloodpump. does the cooldown scales with health item recharge like the lvl 20 body perk "Pain to Gain" or with axolotl and other cyberware reduction stuff?
or even with both?

1. Optical Camo, Blood Pump, Sandevistan/Berserk all greatly benefit from cooldown reduction and are core to many builds. There are probably more but those are the ones that immediately come to mind.

2. With cyberware reduction definitively, with the rest no idea
