Yes, perks, along with weapons, have an influence on your gameplay.
But, BUT - they didn't really removed +1% generic false choice things. Where are they you might ask? In cyberware, and they are even worse, it works like this - almost every implant gives +0.1/0.2 damage/crit chance/whatever per stat point, so +1 or +2% for most of them.
Why? Why can't our stats/skills give us this? No one knows.

I like that armour's gone from clothing to cyberware and cyberware was expanding on, clothing looks like it's been left to rot now though, but yeah guns on cars and car hacking that you aint gonna find much use for
If you don't have the patience to get into that, you can try and play it as a regular fps.
Don't play the game if you don't wan to.
