What is the Cyberdeck quickslot at the bottom left of my screen?

So, there's a Cyberdeck quickslot at the bottom of my screen that is activated with an E. The keybinding says "Cyberware Systems."

When I press, "E" it makes a noise and the screen gets fuzzy for a while. Then, there is a cool down before I can press E again.

What is happening? What' am I doing when I press E? What does the Cyberware Systems command do?

Check the middle skilltree in intelligence, you're activating Overclock mode which let's you consume your health to quickhack when you run out of Ram and also let's quickhacks spread.
