I think the point being made is that you would WANT to use it during a mission involving cars and can't... at least that was my take.
Yeah, tons of the perks are just plain not useful and it sucks that some of them need points to get to other, more useful skills.
When gangs hide behind vehicles, go blow them up. The other hacks are a bit too expensive and situational to be useful.
Yeah, that's what happens when you change a 3 year old game with established systems to be compatible with a small DLC and not the other way around. They broke the main game at the expense of the expansion and couldn't bother doing it the other way around (tailor the expansion for the main game as it was).
You can blow up cars which does excellent AOE damage even on Very Hard, or you can have it take off and leave them without cover. But the best thing, and it's not that expensive, is just to take control of the car and run over everyone.
