This was changes in 2.0 update.
Some clothing still has some stats. Not sure of that will change going into the future.
Most of your armor and buffs are gotten from your cybernetics.
Tiers (colors) still mean something, but not an "upgrade" in the sense of gaining anything real.
It will show as an "upgrade" (green arrow up) or "downgrade" (red arrow down) based on the tier. If you're wearing a white piece of gear, any green piece in that slot will now be a green arrow upgrade, just like blue would be next and so on. They made loot scale by every 10 levels now, so you start white at 10, green 20, blue 30 and so on... silly honestly.
The values they have on the clothes that *DO* have stats are so minuscule, it might as well be a joke, lol.
Example: something like .5% zoom
They increase with higher quality. Like a purple mask at I 17,5% chem resistance and a orange net runner outfit at 15% quick hack resistance, and orange ballistics vest gives 25 armor. You'll still get far more with perks and cyber ware, but it's not nothing.
Honestly it just feels like a consolation prize that's unnecessary at that point.
