Report a translation problem
First, I took out all my mods in the archive/pc/mods folder. I DON'T think any of these were the issue though because the icons were still missing.
Then I got suspicious that the problem might be with either red4ext, ArchiveXL, TweakXL, or my infinite attribute reset mods. So I took those folders out and the icons came back. Then, to try to single out the culprit, I started adding them back in one by one and testing the game each time. Eventually, though, I was able to put them all back in and the icons remained.

When CP77 gets a patch all mods are dorked.
Both games offer mod support but one developer seems to suck alot.

It's hard to take that comment seriously. Starfield absolutely, verifiably had issues with some mods not working after game updates. Very often a mod only needs the version check to be updated, which can take just a few minutes as long as the modder stays active. Other times, some of the fundamental systems which a mod makes use of get changed, which means the whole mod has to be re-tooled to work with the update. What you meant was YOU haven't had any issues with Starfield mods, in which case, great! You got lucky! Because scores of other people DID have issues with mods not working after update.

fix for this for modded games found on Nexus:
Try renaming the Cyberpunk 2077\r6\cache\modded into modded_b and let it redownload. Restored all my icons
