Bug or it has to be like that?

Hello everyone. I started game from scratch. I finished all main quests with woodo boys, Judy, Panam, Takemura also finished all fixer jobs.... Game already gives me point of no return in main story or Phantom liberty dlc. Only those two points left on map..... but where is all side quests with Panam, Judy and others? I need to start DLC and they show up or its a bug?

I done quests from fixers. But side quests from main story characters just won't show up. Like side quests for Panam.

Sounds like a bug. Those side quests for Judy and Panam happen a day or 2 after you do the main quest for them not to mention bunch of other side missions should be popping up as well such as the one for the Perez's whihc leads to thr River Ward story line. Sinnerman which is a cool religious one. The Racing for Claire, etc. So many side things.

DLC has nothing to do with main game quests popping up.

Did you have any mods that may be interfering? 2.0 changed a lot and old mods can cause problems.

No... Never ever installed any mods. Looks like game is seriously broken.

Getting calls from your friends can be pretty inconsistent. Do you fast travel all the time?
If so, then I would suggest driving around for awhile, maybe doing some NCPD scanner missions for a bit, or fast/manual travel to different parts of the cities and drive around. You could also try waiting for a few days and then saving/reloading, or doing a combination of everything I have suggested. Calls seem to trigger best when doing all these things.

Game uses a thing called mission tokens so you do not have to many at the same time. Usually fixes itself if you knock off some side gigs and or other map objectives while your waiting.

Yes I fastraveled time after time. I already cleared whole map from cyberpsihos, fixer gigs and NCPD.😂

Only DLC and point of no return left. In journal is tons of yellow quests who says " do something else until someone calls you", but no one calls. I already 3 days have this problem, in game time its alot.
Yesterday started DLC cuz there is nothing else to do.

Yeah I am experiencing the same problem. Panam side mission pops up but I wanted the Judy mission. Before i fnished the VoodooBoys mission I cleared all the gigs and side missions on the map waited almost 48 hours run everywhere drove my cars. Maybe the problem is that you are almost finished the game? I know that this bug is almost as old as the game release, since I played it on 1.0 version and saw some brutal bugs all the way to 2.0 and it is not even that funny that the same bug still exist.

I also played game on release, but then didn't have this glich. I completed all main story missions. With panam, where you take down shuttle. With Judy, where you save that blue haired girl. Tekemura missions.... when nothing left I started Woodoo boys mission and meet Alt. After that Jony suggested went to Rouge by giving him control over body. Completed that and respect from Jhony went from 35% right to 75%. After that I got call from Hanako Arasaka and point of no return poped up.... whole this time isn't get a single call for side missions for those characters. Except Delaimain side quest in begining. No idea how to fix this... I don't want to start game from scratch again.

THIS HAS ME TOTALLY FED UP!
I'm on the same boat. Act 3 missing tons of quests, Judy entire questline, Kerry 1 quest, River 2 quests and ALL the side quests nix, the nose grenade guy, the religious guy, lizzie, sandra dorsett, blue moon, peralez... I ended up 100% the whole map and still nobody is calling me. Everything works better in 2.0 except the calls for me, totally worse now. I don't understand why can't they just give us an option to press f and wait somewhere like in other quests

Well then I was unlucky. And still I am... I'll try something becasue dont wanna waste 10's of hours of my time.

Found a useful help from Cyberpunk 2077 support if you want to know how to trigger the event here is the following:

Firstly, being idle is important, as some calls won't trigger if you're moving, or in the middle of some action sequence. Make sure that "Double Life" is complete.

You might need to have waited an extended period of time, up to 24 hours, but call Mr Hands, and engage in any conversation. After the call ends you might then have an incoming call with Judy.

Another suggestion is to visit her apartment and see if you can interact with her there, then after leaving a call might trigger.

Finally, go see what missions you have as far from Judy's location as possible, then sleep for 12-24 hours.

Thanks. Idling and just driving around helped. Also I called Mr. Hands.... Same as you I searched info about this. People in reddit said this is caused by fasttravel. Fast traveling and sleeping actually does not move game time forward. When I read that I remembered situation with Jackies pistols.... No mether how much is forwarded time, it did nothing, Pistols won't appear.

Doing a bunch of elevator rides where Clouds is helped for me to get calls and texts from NPCS to advance in their quests.
