Can't get wanted levels

I've done everything, shot civs & barghest police. Ran them over, I get in combat but wanted star never appears. Is it a bug? Also reloaded older saves to try but nothing so far.

Strange, if i just run over NPC i get instant 2 stars, after that i just need to kill 3-4 to be at max.

Wanted levels are weird in Dogtown. There aren't many actual "police" Barghest units and they don't seem to care about civilians, lol.

The only way I was able to get to wanted level 5 in Dogtown was by attacking the blue icon guys right on the other side of the gate to get things rolling, then run out of range of the turrets and killing the waves of guys that spawned.

If that doesn't work then it's likely a bug.

its a bug, tons of reports about it. police system completely breaks due to some events/quests. I loaded a save from 20h earlier and it works fine. this needs a hotfix, so far CDPR hasn`t even mentioned the problem...

Seems after the quest Firestarter the bug kicks in. Or it's due to the consequences of the quest, that was my assumption.

This game's npc/enemy behaviour is a complete joke even in 2.0. There's just no amount of ray tracing that can maintain immersion when the cop is literally staring at you shouting OUT YOU COME lmao

So I did go to the Dogtown Entance and killed the cops there, it did start me with 3 stars, but they were spawning inside of the bulding where the doors were locked so I couldn't get in. I had to use Fast Travel anywhere mod to put a waypoint there to glitch in and get my 5 stars.
I do hope they fix it soon. I remember last year in the main game, in a certain gig mission from the desert, you cannot find the body. It would not load. I think they fixed it now but damn bugs like this can be slightly annoying.
