Is it really necessary to start a new game?
I have not purchased Phantom Liberty and just want to continue my main game's playthrough. I've already put more than 33 hours in, but the developers have said so much has changed that they recommend a new start. However, I see my perks have been reset, so if I reapply them, wouldnt that be the same as starting afresh and gaining these perks one by one?

I've also noticed my armor from clothes is gone and is now applied via cyberware. So is my character really bugged due to already having some cyberware implants or can I just continue without issue?

It's kind of a crap shoot.. some things might work and some things might not. For instance, some people aren't having the Phantom Liberty DLC quest stuff start for them or are unable to complete specific gigs/quests. If you don't want to potentially encounter any of that, I'd start a new game.

but if i start a new game, and purchase phantom liberty later, e.g. during the christmas sale, will i have to restart again or will it seamlessly work on any savegame as long as it was started 2.0 onward?

That's not a bug. That's something that they changed in the update.

2.0 is the critical thing. I've had a couple crashes with 2.0 but people using older save have had more issues.

Worry about that later dude. In theory it should work just fine, but game code being game code, bugs can happen, maybe by the time you purchase the DLC, CDPR will have already fixed those little issues of DLC not starting for those people who didn't start over.

Anyway. I did start over for my game. My personal recommendation would be to start over, 10 hours isn't that big of deal in my opinion, but obviously if you think 10 hours is a huge loss of time then obviously it's up to you. If you are very undecided try playing a little bit with your current save, and see if you run into anything serious, if nothing jumps out in the first few hours i'd say it's probably fine to keep playing with your old save.

Starting from scratch just means acclimating yourself to new gameplay mechanics with a clean slate if your save didn't have broken progress or anything like that.

Expect some weapons to possibly be yanked from inventory though.

This, while I was able to complete my first PL playthrough I encountered lots of weird glitches and bugs. Bugs that I don't see on a fresh playthrough. And I mean, my other playthrough started AFTER 2.0 but before the DLC dropped and I still had issues for some reason!
This 2nd new playthrough I'm noticing far less nuisance bugs since it was started after PL unlocked/downloaded

I have 2 saves. One from original CP and finished the game but also played post V2 and now playing Phantom Liberty. Pistol only (with a Sniper rifle) Netrunner which despite what some say, IS still a good build post V2.
Second is a new post V2 play and at level 30. Yes, enough has changed that starting over IS best. Since you've played the original you will see the change in the game and how you play it from previous V2 vs V2.
My 2nd hasn't gotten to the part to get the PL message yet but long term experience with V2 from the start will, IMO, net the best learning experience.
