"Easy Come, Easy Go" Achievement Glitch?

The Arasaka truck mission went by without problems -- truck delivered, mission complete, outlaw car earned. I've also done at least 30 car delivery missions for El Capitan. Seems like the achievement simply wasn't recognized.
I'm at around 95-99% on my save, and the old save is gone. Would love to figure out a way to fix it, rather than start a new character for this achievement alone.

Has anyone else dealt with the issue? Reddit and all other places seem to have no problem with it.

I should also specify, when I did the mission originally and didn't get the achievement, I tried to go back to an earlier save and repeat it (even did some different outcomes). No luck.
