Report a translation problem
The only way I could pass that part was lowering the difficulty. Johnny is taking shot and losing life inside the car, when the game gives you control to aim you already lost more than half HP and unless you are lucky and hits headshots on the drivers before the other half goes, in seconds, there's no way.
I gone to normal, passed this and gone back to very hard right after. I know that this is not what you wanted but is all that I can say.
I wouldn't say "it's a bug". I also don't think this issue is specific about level scalling, as the chase sequences from before patch 2.0 from the Nomad start as well as the prologue with Jackie were extremely difficult before also -. It's just a problem of the game that CDPR never addressed that may have become slightly more obvious, but was always there.
It's really pot luck, try kill the closest to you first.
For people who don't remember, or don't know - this part was also hard during release of the game, but CDPR lowered the difficulty in one of the patches, don't remember wich one, so it's not a bug, but definitely an oversight that is back again.
