phantom liberty glitchy screen effect

So after the firestarter mission and putting away the faceplate i got this weird visual bug where my screen has this glitching effect layered onto it. No idea if this is intentional or actually a bug, any help?

the relic glitch effect can become permanently stuck after certain cutscenes, especially if you skip through the dialogue. happened to me as well. afaik right now the only way to fix this is with a mod:
