What level to start the DLC from?
Currently I am at the end of main quest (point of not return as it says) and am trying to do as much as side content as possible, but most of them are "beat the brat".....
I think my character is level 31 or 32.
Should I grind more psycho green skull icons on the map and do more side content or is it a good point to move on to the DLC?

starts after you have done the vodoo boys quest line :) dont remember the exact quest

Yeah I am more interested in "when should I" rather than "when it is available" :)

With the level scaling there isn't a 'right' level. The generated character you can do from the main menu purely to do the expansion is only level 15. My new start V was about level 19 when I started the expansion.

Likely, you're not going to want to start a fresh play-through, but my own experience found that I have been enjoying weaving phantom liberty into the main quest line starting with the Heist & the militec plotline.

It picks up during the voodoo boys quest line - but the seed of the plot starts earlier.

grind as much or as little as you like, scaling makes it pretty unimportant what level you are.

Right after voodoo boys questline (and your lvl doesnt matter with the lvl scaling). It fits in perfectly. However there are a few reasons to start it later, for example when you have locked in your main love interest that person will contact you during your dogtown stay (might be more immersive). But storywise the best moment is right after voodoo boys, so if you postponed untill the end of the base game, as i understand it, its way too far. Mainly also because you barely will use all the imba weapons and gear from the expansion area during the base game now (except for gigs and other side content you are doing right now).

i think you rushed the game or the main quest..

i started a new character with phantom liberty update, i have 70h 39m of gameplay with this new character, i did everything, all ncpd and gigs missions, all side jobs except 2 and maybe more later that i need to do now.
i didn't touch the main quest yet, i still need to meet takamura with oda.
I'm level 59 and level 50 street cred.

how is it possible you only level 31 or 32 ??? did you play the game ??

If you're already at the point of no return, there's no reason to wait. Dogtown feels harder than the rest of the map, but because of the enemy scaling, grinding to level up before facing a tough section isn't really a thing in Cyberpunk 2077.

As others have commented, it seems like you have to have been completely ignoring side content if you're at the point of no return at level 32. You should definitely play some of the side quests, there are several side stories that are some of the best content in the game.

I cant exactly say when you should. but I can tell you when you SHOULDN'T.

Do it immediately after finishing the VB quest line. The reason is that you wont necessarily be too OP, but you wont be too low either. I did it after completing the base game (I carried on with a legacy V after 2.0 patch) and I was seriously OP. Adam smashers gun and a few other perks made the experience easy, so I recommend you start it as soon as its open for you

Slow down, champ. Your playthough is just that.. yours. Put your furrowed brow away and suspend all disbelief that anyone would dare play differently than you, and then go have fun while the adults talk.

I did it at exactly level 32 and I killed ALL the guards on the entrance on very hard.

Started the quest lvl 33 lol.

I went in at level 30 VH with a crap attribute distribution xD (all my points distributed equally around body, int and tech to pass attribute checks when what I use is a katana, pistol and smg or sniper and quickhacks just for stealth xD)
Still it was plausible but had to do a lot of sneaking yes or yes, and one of the early encounters actually had to retry several times (I know, having to retry several times to pass a boss in a game, this is madness xD). I came out of the dlc main quest at level 50 soo you have levels enough to "correct" anything "wrong" with your attribute build.

The best I can say for anyone else is, expect bigger group of enemies in the expansion that you`ve been used to before, significantly bigger in some scenarios. If you think that might be a problem, then maybe do some more gigs and ncpds and get more juiced in cyberware or finish getting some perks that you think are core to your build.

Everyone either rejected my character or I was not interested :(
Are there any weapons that I could grind in main game before getting to DLC or am I going to get all the powerful weapons only in the new DLC?

There are some dialogue options in dogtown that would only happen if you did all the jobs for people like kerry and lizzy in the main game, (if you like that sort of thing)

According to google I have completed most of the interesting side quests.
Are the green square icons side quests or just random encounters? Because I have lots of them on the map.
