Cant progress in Killing Moon Mission, no enemys etc.

I dont have the bug where you never get a call from So Mi. I am doing the mission, I picked up the baggage, put the suit on, went past the trains. I am now in this two story empty hall. It looks like a perfect place for a fight, canisters strewn everywhere, lots of cover etc. But no enemys are there.
I can take an elevator to the roof, where it also looks like an enemy or two should be there (there is a box for bodies to go in) but nobody is there. I found a terminal that you can call in front of a big gate, what I assume is where I need to go, but when I do it just says "busy".

I assume that something broke while doing the quest and now the enemys dont spawn and So Mi doesnt talk to me.

Anyone had something similar? Am I doing something wrong or is this a bug? Ig I will try reloading an older save and see if it works out differently.

Reloading did it. Not sure what broke the mission but when I reloaded to the security check it worked again.

I think my bug couldve been the one where the door never opens, whcih was fixed in patch 2.1. But as I said reloading to a 10 minutes earlier save solved it, hope you find a way too.

I think I know the part you’re talking about, but instead of no enemies, the enemies would just run up to me and run away LOL they didn’t attack

ok so i have no clue what to do the helicopter just stays in the air and nobody is fighting me i don't know if its my mods or what but this is pissing me off
