You can walk up on 'quests' in the game or you can select a quest in the list and it will show you where to go. But selecting the quest does not spawn the quest as far as I can tell. The quests are already there and you can find them naturally by exploring if you choose to do so. This lines up with how the Witcher series worked as well.
It is actually advisable to explore Night City a bit instead of just running to each specific quest. You will run into dynamic events that happen and it is a good way to get loot, sell it for credits and level up as well.
They painstakingly built this city for you. Enjoy it. Take time to stop and smell the flowers along the way.
He is talking about the DLC, not the base game.
When exploring I found it and believe me, Dog Town has a lot to explore.
I don't think they have any related quest as the main cyberpsychos sighting quest can be completed without the expansion - pinging Regina doesn't do anything (but there's a gig in PL that would [redacted]… ;) ).
I was wondering if there were more of them (gig, and ourselves excluded).

[edit: found 5 of them - sill very obvious setup w/ shard(s) for context and fun fight]
They are 11 in Dogtown.
