Orbital Air station bugged? SPOILERS I think

After rescueing so mi and playing around some more I wanted to come back to the Orbital Air station to check out the shops there but I cant go. there is shooting going on inside, I cant open any doors, but civillians are just hanging out as if nothing is happening.

is that supposed to be the case?
