If you turn off 'Color Correction' in the graphics settings, it stops doing it.
I can't seem to find that setting. The closest thing I found was color precision but you can't turn that off.
If you're using DLSS it's apparently
a byproduct of the upscaling and bloom effect, the glints of light that is.
To disable bloom browse to your \cyberpunk 2077\engine\config\platform\pc folder.
Create a new text document and in it paste the following:
[Developer/FeatureToggles]
Bloom = false
And save as user.ini
