If you haven't played the game in a while may be worth it starting over to refresh your memory about the plot and the characters, of course this means that you'll have to replay content that you had already played it before, some people may not wanna do that because they don't find that content worth replaying - or don't think they have the time to replay it - while others find it worth replaying and do have the time to replay it.
It's completely up to you. I hadn't played the game since 1.6 came out, so for me it was no brainer to restart the playthrough, i loved the game, and was exicted to play it again but this time with the new changes to the gameplay, i can say for my own personal experience that starting a new playthrough was worth it, but that's me. It is completely up to you if you wanna do that. The changes they made with 2.0 do spice up the gameplay quite bit, however at its core it is still the same game as it used to be, so it's up to you to decide if you wanna go through all of that again or just jump straight into the expansion content.
One after V2 but before PL and another after Phantom Liberty.
Since with most who have a completed file will be high/max powered there's no playing and experiencing any growth.
Enemies scale to your level.
Cyberwear has Tiers instead of Rarity making them viable from the lowest levels to max.
Comparing the two, there is a big difference.
If you have both like I do, I'd go through PL and then go back and learn how a new play feels after V2.
When and why
Go for it! Absolutely recommend starting a brand new character, or you could dive in to PL from the main menu if you prefer.
