There are guides on how to revert to the 1.63 build if you want though but I don't think the DLC is compatible with the game if you do that.
I'm level 54 and can definitely feel the difference even with maxed out skill trees and maxed out cyberware. There used to be a measurable difference with levels that mattered with enemies, and although skills compensate a bit, it just feels like enemies are bullet sponges from the beginning of the game to the end. Yeah, I can 1 shot guys later, but I could do that on 1.63 as well, but with the added benefit of being able to challenge myself with way higher levels that now don't exist, or showing how badass I am going back to Watson to stomp on peons.
I imagine even very hard won’t be able to keep up by the end.
And without scaling the DLC would be problematic. I think you can be around level 15-50 to enter it, spend there time leveling up and then return to the main game area. Without scaling it would be a mess or fixed level for around max level characters.
Best you can do i cope with it and just ignore the scaling .
Or they could just set a min level req for a dlc, and slowly autolevel based on player level, it was done in New Vegas, Skyrim, not rocket science.
