There are three places in the new Dogtown area that are marked and VERY tough fights, I've yet to properly test them out, apart from dying really quickly.
So basically, no enemy nor npc will ever be above or below your level OP.
I think that NPC's do get more HP as levels go up, so unless you upgrade your weapons things can still get really hard.
Nailed it xD, that`s the thing, is not explained anywhere that I`ve seen (not in any of the official notes or patches) nor there`s a wiki that has an article with the reversed engineered data like you would see in Fallout 4.
The only thing that I can tell you is what I suspect by the hours I`ve played. Started a game after 2.0 release and now I`m doing the dlc, the character is at level 44.
I think enemies base health keep with the one that you have and weapons and quickhacks keep with the stats of the tier that is set to that level.
Now enemies are separated into types. Each faction has its own roster, each type saying what weapons have, gadgets and cyberware including subdermal armor grade apart from the usual suspects (sandevistan, charged jump, and idk what more). And then these can have different tiers (1,2,3) in which they get that base health multiplied by their tier (t3 has 3 times the hp of a t1) and seem to be much more aggressive.
Think of it this way, enemies will ALWAYS be a threat to you, if you don't deal with them properly. But at the same time, you'll always be a threat to them also, meaning that no longer will you stumble upon an area where you basically can't do anything against an enemy because they are several levels higher than you. Every enemy you encounter will be on your level, and assuming that you built your character somewhat competently you should have plenty of ways of dealing with them.
it makes sense if you want the game to be a challenge for more then 10 hours.
I love it as I prefer challenge and having to think with most games.
You can still be overpowered, but it's still not on the level as before which made combat practically pointless, and about as boring and meanngless.
