How actually does the new enemy level scaling work?
Finished the game before at some version prior to 1.6, yesterday I came across a video on how the game is now and it seems that things are better polished so maybe I can come back for another playthrough, then this level scaling thing came up and every single discussion I found are people cursing each other yet not a single comment actually explained how the system worked in specific terms, so I'm asking here, how exactly do enemies scales now? is it a liner increase of x% damage output and received each level the player gains like skyrim? If so how much, is there any official patch note that explain it in detail?

No enemy will ever be below your level. There will however, be enemies above your level, until such time that you level up to the area's requirement.

But what does level mean for enemy tho? for the player it doesn't make any stat change so what exactly does having 1 extra level mean for an npc?

The way level scaling works is that enemies that would typically be lower level to you would "level up" and be your equal when it comes to basic stats so they would still be a challenge. Enemies that would be higher level than you will now just have, from my knowledge, higher stats and more challenging abilities. For example, those big bouncer guys with a skull over their head will dead more damage and have more health, as well as some bonus abilities, but killing them will still be possible.

I haven't found any area requirements or anything like that. Enemies tend to come with variety of health bars and abilities, and I suppose they get more HP as levels go by. Some fights are easy, some are hard. Some single enemies are down right nasty to fight. I think the best way to go with the level scaling is just completely forget about it. Just make sure you tune up your weapons and mods with your levels and you're good. All in all I'm really happy with it, there's no need for the player to fine tune numbers or worry about exact percentages in terms of levels. Also there are no low level areas where the challenge simply disappears. Oh and this has been done on a fists/katana and tech/power guns kind of character, I haven't tried smart weapons or hacking.

There are three places in the new Dogtown area that are marked and VERY tough fights, I've yet to properly test them out, apart from dying really quickly.

Ah, then I'm wrong about leveling up.

So basically, no enemy nor npc will ever be above or below your level OP.

I think that NPC's do get more HP as levels go up, so unless you upgrade your weapons things can still get really hard.

Nailed it xD, that`s the thing, is not explained anywhere that I`ve seen (not in any of the official notes or patches) nor there`s a wiki that has an article with the reversed engineered data like you would see in Fallout 4.


The only thing that I can tell you is what I suspect by the hours I`ve played. Started a game after 2.0 release and now I`m doing the dlc, the character is at level 44.
I think enemies base health keep with the one that you have and weapons and quickhacks keep with the stats of the tier that is set to that level.
Now enemies are separated into types. Each faction has its own roster, each type saying what weapons have, gadgets and cyberware including subdermal armor grade apart from the usual suspects (sandevistan, charged jump, and idk what more). And then these can have different tiers (1,2,3) in which they get that base health multiplied by their tier (t3 has 3 times the hp of a t1) and seem to be much more aggressive.

How does it work?

Think of it this way, enemies will ALWAYS be a threat to you, if you don't deal with them properly. But at the same time, you'll always be a threat to them also, meaning that no longer will you stumble upon an area where you basically can't do anything against an enemy because they are several levels higher than you. Every enemy you encounter will be on your level, and assuming that you built your character somewhat competently you should have plenty of ways of dealing with them.

The enemies consistently scale so as to not become too weak.

it makes sense if you want the game to be a challenge for more then 10 hours.

I love it as I prefer challenge and having to think with most games.

You can still be overpowered, but it's still not on the level as before which made combat practically pointless, and about as boring and meanngless.
