I have played a lot of this game. As for mods, not exactly. There's Lots and lots and lots of mods, but only a handful that add new missions. There's a bunch of script extenders just like skyrim and stuff however. Check nexus; though 2.0 and PL broke a lot of older mods so folks are still updating.
There's a mod to readd the cut metro systems though that one is one that is currently broken in 2.0. Dev is on vacation but will be working on it soon.

As for your mod questions. I don't belive so
Is it like GTA Online? No. in theory you could keep roaming around the game long after beating and doing all the "random encounters" in the game, but you'll probably get bored of that relatively quickly. This is the type of game where you'll beat it for the singleplayer story content, maybe play a few more playthroughs if you really enjoyed it and wanna do it again, but inevitably, eventually you will stop it and move to another game. Hopefully by the end of all of this, the game provided you with enough entertainment to justify the purchase.
For me after now almost 500 hours, it certainly did justified my initial purchase back when the game released.
The second 170 hours, that was after 1.5 which added a few thing.
I'm now 30hours into my third which I started when 2.0 came out. I barely scratched act2, havent touched PL.
Currently I spend more time modding then playing ¯\_(ツ)_/¯
Apparently 2.0 added a bit of repeatable content, but appart from that it is a story driven open-world rpg and the ammount of story in there is limited.
As for modding in new missions: Yeah, not really. Theoretically you could probably do that, but there isn't any level designer to work with.
I have been playing base game without mods, but I would assume at least few would add 1-2 missions. This isn't made by Bethesda so most of the mods for Cyberpunk is typically cosmetic (New outfits, haitstyles, customization options, etc) or mechanic-wise (Like the mod that makes Adam Smasher a tougher fight). Like I said, I don't play with mods on this game but the ones I came across very few, if any, added content relating to missions, new companions, gigs, etc.
GTAV Online is only infinite because it is an online mode of a game, Cyberpunk doesn't have an online/multiplayer mode. Once you complete the story you're done. But after beating the game the story ends and your playthrough ends, though you can "play infinite" by loading up the autosave at the "point of no return" and resume that playthrough or pick a different ending. Alternatively, just do what I do and start a new game.
