A weather bug. Bright light and fog

I've encountered a problem. Over time, the sky starts to brighten more and more, and there's a constant fog in the city that emits this light. No matter how much I rewind time or sleep, this weather doesn't change. It's a persistent fog and bright light from it. I was able to clear this weather by approaching the Blade Runner easter egg. Then it starts raining, the fog clears, and bright sunny weather follows. However, after a while, the fog and bright light return. I never noticed this before. I removed all mods, but it didn't help. The bug is still present. Any ideas?

I get this too - I can get it to temporarily go away by using the wait function for an hour or so. Other than that, been waiting for something to fix this completely.

I think it might be a sandstorm but not positive.

Yes, I found messages on forums suggesting that it could be a sandstorm. There was a post on Nexus mentioning that this occurs specifically in the second act, which is where I am currently. There was definitely no such thing in my first act.

Load an older save or restart or both maybe?
Got that way too bright thing after starting the game today. Restarting the game and loading an older autosave worked for me.

I did all that. But over time, this problem still reoccurs again and again.
