Report a translation problem
Like, does it probide a flat damage reduction? Is it % damage reduction? How much does it reduce damage? Is the increase in damage reduction linear, or does the effectiveness of armor drop off the more you get?
It's very vague.
We are meant to understand that more armor = better survivability, but if we don't feel it then it'd be nice to know why
With around 1k armor and all the chrome, my character can reliably tank just about anything outside of getting sniped with low health.

But I was keeping track of my damage reduction as I was leveling and hovered around 40-50% between 40-50 while my armor was progressively getting higher. I actually remember a point where my reduction dropped from 46% to 38% over the course of 7-8 levels and I made no changes to my armor value.
The bug people getting where they take no damage appears to be a quest bug that gives your character the godmode tag, so that would be unrelated to armor.
I think that relate to the max armor you can get at that point in the game. Real reduction is the blue lightened bar, while potential reduction is the dark blue one. As enemies increase their damage with level scalling you need more and more armor to archieve the same flat damage result.
Also, armor can get bypassed by weapons and perks, especially the close quarter ones, so I guess ennemies does ignore a part of your armor value too.
What you want is things that reduce final damage taken, like cyberware decreasing damage taken in close range or the one decreasing damage taken from side and back. Thoses triggers after armor reduction, so They are really usefull to reduce damage taken.
After that you want to add health regen. The cyberware auto-injecting your health item when you are low life, as welle as the Technical skill tree to boost health item will helps. The iconic katana you get at the Kompeki trigger a huge health regen when you make people bleed (and with the ultimate perk of the reflexes tree, every hit make people bleed)
But yeah, when I see the damage stat of the carnage shootgun, I understand why it almost kills me If I take even a few pellets from it, armored or not.

Very Hard
There're not much buffs like that, but as was said previously, you need different kind of protection to feel more secure. Like dmg mitigation from Cool or extra health from Strenght
of course thats on normal mode.... where the enemies are more scaled alongside the player.... on higher difficulties based on what ive seen ya'll say... its probably something where you need way more to even notice its effect....
