you need to send him home to his family for the memorial to trigger. and its time sensitive, wait too long and progress too far with other stuff the memorial will progress without you.
You must choose to send his body to his family once the Konpeki heist ends.
If you choose to send him to Vik, Arasaka will nab him and use Soulkiller on him.
If you sent his body to his family, his mother will call you or text you, and she'll invite you to the offrenda.
It's still in the game, although it may be locked out depending on the choice you made at the end of The Heist.
If you go alone with Johnny, go with the nomads or let him take Rogue to destroy Mikoshi and you sent Jackie to Vik, you will also get to talk to Jackie. But its on a virtual version of the rooftop.
