Concerning the driving difficulty: some cars are incredibly difficult to drive, others, like the smallest/ugliest one, are the most responding to controls and quite fun to ride. Just chose the right horse to saddle I think.
adjusting the steering sensitivty option helps a bit
Thats just flat out wrong. Large portions of the Game are build around getting from and to Missions and many of those are not next to Fast Travel Spots.
Gigs and Cyberpsychos are also often way out there where there is no Fast Travel in sight.
Settings > Controls > Vehicle > lower Camera Auto Reset as low as it'll go (0.1 sec)
It's not entirely a "follow-cam" but it'll make it so if you move the mouse while driving it'll snap back right away.
Still love that car though.
There are a few annoying cars that fishtail like crazy, just avoid those or wait for mod.
Powerful cars do spin out very easily though I agree. Also countersteering doesn't have a good feel to it and sometimes just doesn't even work like it should.
The cam follows behind the car by default. Dunno why you think this would be a problem.
It's better than it was at launch, that's for sure, but it's still pretty bad.
It's affecting driving, too.
I'll figure it out. A lot of trial and error, though. Dunno what changed, but my old settings ain't cutting it anymore. (Default settings is nauseating to try to play now. That's with the anti-nausea settings turned on. Don't remember it being that bad back in the pre v2 days.)
