are these quests bugged?
it seems like every time i get in a car i have about 5 seconds to deliver it 4km away on the other side of the city lol

Save before and re-load if you get a ♥♥♥♥♥♥ roll. They are randomize when you step into the vehicle.

ahh ok.
randomiser seems a little extreme requiring the car to be able to teleport across the entire city in seconds :P

worst of all is when you get a time challenge and NPC's on your ass because fighting them off is pointless , they respawn randomly out of nowhere when you get close to the finish , even if you spend 21 memory to blow up their car right away another one spawns out of thin air

Then cripple it? Like shooting the tires and drive in front of it in a speed that allows you to stay alive. Never tried it so far ofc.

I don't mean in the way to the destination , no matter how many times you lose them , kill them or whatever , at the end near the destination they always spawn another group which just wastes more time , if you shoot their tires you have to get away from the destination and come back and hear el capitan nagging

I haven't had that issue, The timer is often tight but so far I have only had one where I felt I would not have been able to deliver in time if I had just drove a bit better.

Also never had the combination of time and enemies unless I hit a pedestrian and got a cop after me, but that's my fault. You either get enemies, timer or deliver undamaged (only had that one once). Not counted them but I think I have done around 20 deliveries so far.
