does anyone else having an issue scanning the battery the game wont let me scan anything other than the microwaves in that room

You have to scan everything in the right order, but you also have to wait a few moments after after Johnny has finished talking before you activate your scanner. Turn the scanner on too soon and the items aren't valid scanner targets. Turning the scanner off then on again seems to help.

Scan the generator, scan the battery pack, scan the broken battery, then scan the sparking drones in the next room.
