Not sure about item drops but I've been getting t3 drops as loot and I'm in the mid 20s for both character level and street cred.
No, the Reinforced Tendons are Tier 2, and unlock at level 10.
Upgrading iconic weapons is done in the crafting screen. There is an "upgrades" tab.
Noice. I will go revisit the doc again since I am 10 now. Thanks! The economy in this version is a whole lot tighter than before. It'll be good to have a use for money at last.

All non-Dogtown ripperdocs have the same inventory and it's scaled only to character level. They will, however, still upgrade your existing cyberware to a tier they won't sell if you have the components, though.
You still can't get everything from the start even if you cheated to have infinite components somehow, because not everything even has a tier 1 version to buy so you'd need to be level 10 to buy the starter tier 2 version or w/e, but you can still get a bit ahead of the level curve w/ cyberware if you're willing to hoard components for the upgrades.
Enemies level with you and so does the loot they drop. Kill a 'banger in the early game, he'll drop bottom-tier stuff. Kill his respawned version when you're level 25, he'll also have leveled and he's pretty likely to drop a tier 3 item, maybe tier 4, occasionally tier 5 (although why e.g. a money shard containing a mere 9000 eddies would be tier 5, who the hell knows; like, I've paid ~50,000 for a single tier 4 quickhack; 9000 is hardly legendary).
Anyway, what is street cred for then?
Good question. It seems to be cars, gigs, and side missions. Though I'm not positive about gigs.
Cars, gigs, gives a universal shop discount.
