Otherwise, they would be farmed into oblivion , but they do give xp.
Its a single player game, why is "endless farming" an issue. It just seems weird that you fight a full squad of what is basically mini bosses with boss health bars. And your reward is ♥♥♥♥ all, followed by a second squad 10s later.
If you were able to get a few thousand eddies from killing difficult enemies and selling their loot, that would be problematic.
Instead you must mass-murder regular enemies that can be 1-shot and sell their equipment for thousands instead, as intended. Because we wouldn't want the economy to be exploitable and therefore ruin the experience of other players in our single player game.

She doesn't actually drop them anymore. Been killing her right now and having to install a mod to do so. Sadly the only mod that directly adds lootable police is down for fixing.
