I'm not 100% sure, but (early-mid expansion spoilers), I think it's the FIA paying you for a job well done, and promising you help with the next part of the mission. If you look at it, it's saying your lost cat made it back to washington, and promising they'll help you look out for a rare or missing bird.
You would also have received money at the same time as the text (I think about 10,000 eddies), I think?

- For the answer to this cryptic text with a hidden meaning, Spoilers:; It's code, The cat is referring to president Myers who you shipped off to Washington via agent Solomon Reed, The bird is referring to agent Songbird, aka Song So Mi, who you now have to find if you want your reward.
Kidding about it being canon, but it is the only ending with confirmation that Nibbles is doing okay without V.
I know dogs have been the in thing last few years but Im sure one had a kitty called Mittens.

Replaced the dog, Major, who was sent to friends in Delaware.
(Lincoln was said to have cats, but reports are shaky. Supposedly, Dixie and Tabby were gifted to him while in office. Solid evidence of it is lacking.)
EDIT: Major had "nipping" issues. He wasn't ousted because of Willow. Willow was introduced after Major needed a safer environment for him. (For our three girls, I would hold their snoot shut if they nipped. They stopped nipping. That was after I would get them to accidentally bite themselves while playing too rough as tiny puppies. They'd hurt each other because they didn't know how much their own tiny sharp teeth hurt. They became much gentler after that.)
I know 10 Downing Street has a cat, it gets the door held open sometimes by police.
Love the fact they have to open the door to let the cat in ^^ whenever I see it on the news.
There are some sites that claim they have "First" pets separated into pet species which would put Socks as a First Cat (among many prior... at least 12 confirmed USA presidents with cats). Multiple First pets classification seems to be a more recent consideration. Older records of different kinds do not make that distinction.

- It was Woodrow Wilson who had a cat named Mittens. And another named Puffins.
- Abraham Lincoln was a cat lover. He was the first prez to have cats in the white house, His son had a Tabby cat that Linclon spoiled rotten. Linclon found 6 kittens in a hut in a warzone. He tucked them into his coat, brought them back to the white house, and found homes for them. In an interview with Lincoln's wife she was asked what Lincoln's hobby was. She said it was Cats.
- Thomas Jefferson had a mocking bird named D!ck. It would meow causing many to think he had a pet cat in the whitehouse.
- The Sultan of Oman, Kabul al Said Gave Martin Van Buren a pair of tiger Cubs, he kept them at the white house. But Congress confiscated the tiger cubs and sent them to the Zoo in Washington. Claiming them as property of the state, & that the president couldn't have them.
- Not to be outdone, Calvin Coolidge had a pair of Lion cubs. He was such a cat person he had a dozen cats. He also had birds. one of his cat's named Tiger might have been his fave, Tiger wandered off and Cooldige made an adress over the radio asking if anyone saw his cat. The cat would follow him around the white house. The cat was found, and returned. But unfortunately someone stole Tiger not long after, and it was never seen again.

- Roosevelt had the most pets in the white house, 23 of various critters including Cats.
- JFK was alergic to cat's, But his daughter had one. When Tom Kitten passed away he got an obit posted in the newspaper. Kennedy comes in second for total pets however. He had 21 pets in the white house.
- Ronald Reagan had a few cats.
- George Bush had a few cats, one scratched up the Lincoln room and got banished from the white house.
- Many of the President's kids had cats, such as "Chief Executive Cat," Socks. Chelsea Clinton's cat. Socks became a mascot, had postage stamps, and had a fanclub.
