Where is tier 4 Operating System?
Is it only at a specific ripperdoc?

Doesn't unlock until level 30. All ripperdocs share the same inventory.

It's based on your character level. If you grind enough crafting mats you can get one early by upgrading a lower tier, but otherwise you gotta be level 30 before it shows up at ripperdocs.

Nope, all ripperdocs sell the exact same inventory.

You probably need to level up to level 30 I believe for it to show.
