Placides Timeworn Trench Coat nerfed ???

Am I the only one who got the Timeworn Trench Coat dropped only as epic not legendary rarity by fighting Placide? It used to be legendary with mod slots. Has it been nerfed?

You may have realized armor pieces have barely any stats anymore and they're all added to your wardrobe, so keeping around clothes that give you nothing is pointless, and this is probably the reason for this change.
