Is there a reason most Iconics no longer gain mod slots when upgrading their Tier?

In the pre-2.0 system, upgrading Iconic weapons would add mod slots for the misc (Not Scope/Muzzle slot) mods, meanwhile now, my Dying Night, Fenrir, and other iconic weapons (With the notable exception of the Modified Lexington from the apartment building shooting competition in V's megabuilding) have no mod slots even after upgrading them to Tier 5.

Is this intended functionality, or are they supposed to get Misc mod slots at some point?

It's intended as CDPR mentioned in the Twitch drop, saying that iconic weapons that have a special unique effect no longer has any mod slot, whereas iconics that do not have any special effect like the Yasha sniper reward will still have mod slots.

Hopefully there will be mods that mod the mod slots back in.

I'm sure mods will bring the mod slots back but with the potency of iconic mods mod slots would be OP as if cheating. The most mods are unintresting to me and I mostly end up using more dmg vs skull enemies mods anyway because the mods are mostly crap depending on the used weapons.

Seems iconic sniper rifles have a fixed scope attached, at least as far as O'Five, Overwatch, and Breakthrough are concerned.
