Yes, the skill tree gives you bonuses, but you also need appropriate cybernetics that boost headshot damage. They shifted the importance of everything in the game to skills and cybernetics, so you need to use both, not just one.
On top of that attachments are rarity-based, and they are leaning into Iconic weapons hard, that way you upgrade the Iconic weapons and use the attachments. You can't just plug in a blue attachment on a white or green weapon, has to be blue.
Skilltree didnt matter all that much, even with a lot of points invested some pistols just cant instakill an enemy. i have a pistol with high enough damage now
