All Rippers in the main game/section have the same inventory.
Dogtown is another monster on its own. That's where you'll find new/unique items.
My main is level 54 now. First launch into PL and all my stuff was at least Tier 5. Spend maybe 20-ish minutes upgrading everything I could. Lots of money and over 999 of every material.
My new save is a different beast. I wasted money and mats on upgrading some cyberwear before learning that item and vendor drops change based on your level. Given the color coding for games that have this, Green should start showing at 10, blue at 20, purple 30, and Gold 40+.
If you manage to get a higher Tier Quickhack and your Deck isn't the same or higher you can't equip it. IMO, it should be your focus when upgrading cyberwear.
Gain a few levels and all vendor loot will be blue.

@vile This is not correct. You can go to two different docs and they have different stock. same general stock but they will each have one or two items unique to them. If you're max level then maybe you wont see a difference because everything is capped, but pre max level you can find varying rarity in stock doc to doc.
