(Huge if, because nothing there checks out, even if it was a cooling issue. If no preset changes anything, then you got a situation that is kind of impossible and most likely just a troll attempt.)

3060 is low mid GPU, is mostly entry GPU.
Turn off RT and you will get 60fps.
I have had to heavily dial back settings even on my 3080 Ti. Only my 4090 can get reasonable FPS with all of the graphic settings dialed up, and that's still while using DLSS.
I highly recommend Hardware Unboxed's new optimized setting guide. They have two tiers of suggestions; one for quality, the other for performance.
