Funnily enough, it happens with Takemora again as well...
I've tried all styles of time passage.
I've tried reloading the game, reinstalling, rebooting, multiples of each.
I've tried doing quests that forward time to 'restart' the clock.
I've tried all kinds of fast travel and sleep combos.
Clock is 100% borked and I cannot progress.
Things I havn't tried...
Finding some mod that allows you to freeze time and seeing if freezing/unfreezing solves it.
However I have never installed a single mod for this game and I am a bit frustrated that I would potentially have to.
I hope they fix this officially.

No time adjusting mods do anything either. I am out of ideas...
When I was in Dog Town an officer and his friend called me over and when i spoke with him, he was beat up and worried the boss man was going to kill him. In order to tell me his story, he wanted me to take some drugs he had. I was like naw I am cool on that. I got up and left.
Because my game was frozen, I went back to that guy as I couldn't do much else and I took the drugs and heard his story. World time returned to normal when that was over.
Bad design on CDPR's part if it's intentional.
Wanted to drop the fix in here for others if potentially they had the same problem.
Another bug I encountered was my phone turned red and could not be used ever and would not re-enable.
The fix was I found a quest in my quest journal that allowed me to click to text someone as one of the options and using the texting through that menu unlocked the phone again instantly.
