Not from a marketing standpoint. Phantom Liberty and the 2.0 patch will pump up sales even without them lowering the price of the base game any more.
You are interested in the game. CDPR have already made plenty of money off of this game, without even going into Phantom Liberty, which will no doubt sell well. Maybe in another 2 or 3 years there will be a 70% off sale, but that certainly won't be happening before or even during the expansion release.
doubt it....maybe look for a Christmas sale. I think the PL expansion will sell pretty well all by itself.
With how stacked this fall is - I can wait even for spring 2024 sale. CDPR should get sober, because it's not 2015 where everyone was losing their mind over their game (Witcher 3). 3 years of fixes and they still didn't pass past 80% positive on steam.

No dood, you plainly and simply want the game at a discount and CDPR has virtually no reason to discount this game beyond 50% for at least another 2 or 3 years. This game is leagues beyond most single player games in terms of the revenue gained and I bet that CDPR are absolutely aware of this.
You want to wait for 70% off? You're free to do that, but know that this game is already financially successful with or without your purchase. The expansion is no more than the cherry on top. Those are plainly and simply the facts dood.
I judge on quality not on sales an revenue numbers. But hey - fanboys gonna fanboy.
