I personally played the entire game by not selling a single piece of loot, just dismantling everything and relying purely on earning €$ from activities by role-playing as a Merc in Night City, so I got everything and am sitting at an extra 500k €$.
But if you're not interested in doing absolutely everything there is in the game or exploring the city, then you may as well sell.
The number of components you get from disassembling is tiny, yet buying components from merchants is pretty cheap. If you sell the gear, even the cheap gear you find at early levels, you can use that money to then buy more components that you'd have gained by disassembling.
I like to pay off Viktor before The Heist so I start out by selling stuff to get that done sooner.
There's no shortage of cash or materials no matter which you choose, it just depends on which one you want right now and what you're willing to spend time doing. You can dismantle on the spot but selling (and then buying materials) takes time.
Everything depends on how much Crafting you want to do. Money is easier to come by in the game, but if you want to do a lot of upgrading and crafting disassembling is the way to go. Late in the game you should have more than enough money to buy anything you want [assuming you have the right Attribute level], but Crafting and Upgrading at a high level takes a lot of resources...gets expensive fast.
Early on, I'll sell enough for specific goals in the game [pay Vik what I owe, buy a piece of cyberware, have E$10K for the Flathead, etc.] Once I have enough money for my goals, I'll disassemble every Common or Uncommon item I don't want to use. You can buy crafting materials at gunshops and pilldocs, but they have a way of becoming scarce from time to time. Use the Scrapper Perk to accumulate materials from junk...you automatically get Tech EXP from that as well.
