Let there be flight basically makes vehicles flying.
Unfortunately, the redscript and Red4ext that are core dependencies arent working well with the latest update and it can crash your game on launching. Might have to wait updates from all authors before trying that.
Jetpack doesn't require any dependencies except for cyber engine tweaks, which means it should be working.
That said, what cdpr could'nt achieve, modders actually achieve it. Kudos to them.
That's funny, I have well over 100 mods installed and my game NEVER crashes, just get the flatlined screen after I close the game^^

I can imagine why they wouldn't necessarily want to enable exploits that undercut game mechanics.
Back to the point, a gambling system will add to the immersion. Set a limit to the amount being bet will make it more fair.
On top of that, it's a game, it's supposed to be fun - not some massive battle against cheating and exploiting in a -> offline, single player game <-..

I’m sure the developers are more than capable (and, in fact, are overqualified) of writing a simple, high school level algorithm that limits your winnings depending on your character’s current level or game/story progression.
I mean they already perfected this back in The Witcher 3 with Gwent. Gwent didn’t massively unbalance the economy in W3. In fact, your winnings were quite measly even if you went all in. *shrug*
There's a really boring answer about the very limited use of AV in the game. If you take the corpo intro you might notice that what V can see of the city is very carefully limited. Console performance issues to do more, and they were working to having the game as identical as possible across platforms at that time.
When they initially considered giving V the ability to 'fly' (whether AV or otherwise) they also got to thinking about the work needed to make it look and feel good. eg If you bump into a building with a modded car then you don't mind if you just bounce off, not so much if it's a feature in a AAA game. So cost in time vs it's actual utility in a game with fast travel ruled it out. (Also why metro was never completed for player use.)
