Don't know exactly how it looked for you but in my case it might have well been a hidden feature.
Introduced in 1.62 hotfix
Prior to 1.62, people such as myself had a visual glitch, usually in cars, which caused NPCs eyes to literally glow. That went away and was replaced by this issue in addition to things like hair being lit incorrectly (lol the hair glows instead of the eyes... sometimes).
I've been playing this game a lot and never saw anything remotely like this bug until after 1.62. BUT HEY, AT LEAST THE GLOWING EYES ARE GONE.
All of these bugs seem related to specific kinds of lighting conditions.
I remember it being very severe in the car when you first meet Peralez.

Got it today, if you still somehow havent found an answer. Head to a ripper, i set a save at them. then i changed one thing on V, saved again, then restarted the game completely, quitting to desktop. Loading the save back in, it was fixed.
TLDR: Go to rippperdoc, change something on V, save, quit to desktop, load save.
