Best feeling of mouse I had was without VSYNC. But tearing is so terrible i cannot play with tearing. So i always use VSYNC.
After playing around a lot i found that turning on VSYNC (60 Hz) and capping the framerate in RTSS (Riva-Tuner Statistics Server) also to 60 fps removed any input lag. It feels like turning off VSYNC.
But i also have to admit that Cyberpunk 2077 is the first and only game so far where i notice a huge input lag with VSYNC turned ON and running at 60fps.
Now I restarted from the beginning on my new computer and I get a pretty consistent 120 frames per second.
I have an I9 processor and a Ge-force 3080 video card, 64 gigs of fast ram, and the computer is all solid state.
Everything is pretty much set to max, but I always turn off Anti-Alysaing, it's not really necessary at 4K and gives a huge boost in frame rates.
I'm somewhat surprised because I have comparable games that don't do nearly as well.
I prefer playing at 60 with RT reflections and medium lighting though.
